The Legislative power is almost always entrusted to one or two assemblies whose members represent the nation. The representation is twofold. From one side, the various parts of the national territory must be represented and, on the other side, the various political leanings that citizens express must also be represented. Since we have to satisfy two different requirements at the same time, the problem of achieving a fair representation is by no means simple. The solutions adopted in various countries invariably present critical aspects and, in some cases, like in Italy, anomalies may occur (see Sect. 12.​3). In this chapter we deal with the territorial representation and, in Chap. 11, we deal with the political representation.
